keeping the MOMENTUM The Regional Transportation Authority is now implementing the final five-year period of the 2006 voter-approved regional transportation plan. Fiscal year 2021-22 marked the 16th year of RTA operations. While RTA committees are working toward the development of a draft plan by July 2023 for another 20-year regional transportation plan for public review, the RTA remains focused on delivering the 2006 plan in collaboration with our jurisdictional partners who are committed to building the RTA plan projects. To meet ballot obligations and the RTA Board pledge to deliver, the RTA has programmed funding up to the identified ballot amount for the remaining projects through June 2026. During the most recent fiscal year, RTA tax revenue grew by over 10% However, due to global economic conditions, the project costs are rising faster than revenue growth. Other funding sources-above what the voter-approved, RTA half-cent sales tax is expected to generate through June 2026-will be needed to complete the 2006 plan projects. The RTA will continue to use incoming RTA revenue, along with federal and state dollars that come into the region through 2026, to complete projects. This includes aggressively pursuing competitive federal grants and using other non-RTA funds that might become available or new RTA revenues if voters approve an RTA tax extension. Additionally, the RTA is considering scope modifications to several plan projects, which will affect project costs. For example, the RTA Board has delayed the start of the final phase of Silverbell Road (from El Camino del Cerro, North to Ina Road) to evaluate the need to widen the road beyond what was proposed in the 2006 plan and identify additional funding needed for the project expansion. Population growth across the region has been uneven and has not occurred at the pace expected when voters considered the 2006 RTA plan. Consequently, the RTA Board delayed three other projects, subject to voter approval, to be evaluated for reductions in project scope, which could potentially reduce costs.
